Moving with his parents to Minnesota in 1873, at age 21, he relocated to California, engaged in several business pursuits, and established an insurance business in San Diego in 1907. Becoming a popular local figure, he was a city councilman and a member of the California National Guard. Entering politics, he was elected as a Democrat to the Sixty-third and to the three succeeding Congresses, serving (1913 to 1921). Not a candidate for reelection, he resumed his insurance business and engaged in real estate until his death. Being a major influence on what San Diego is like today, Kettner Boulevard was named in his honor.
