U.S. Congressman. At the outbreak of the Civil War, he enlisted in the Union Army and served as a Corporal in Company H, 39th Regiment, Ohio Volunteer Infantry. After the war, he engaged in the retail business, was elected justice of the peace in 1869, and served one term. He studied law, was admitted to the bar in 1871, and commenced to practice law in Xenia, Ohio. In addition, he served three terms as clerk and solicitor of the City of Xenia and was the common pleas judge from 1898 to 1904. In 1905, he was elected as a Republican to the Fifty-ninth Congress, serving until 1907. Not a candidate for re-nomination, he relocated to Tulsa, Oklahoma, and practiced law until his death.
