11th Premier of Prince Edward Island. A member of the Liberal Party, he served in this position briefly from May 1911 until December 1911. The son of Prince Edward Island colonial Premier Edward Palmer, he was born in Charlottetown, Prince Edward Island, Canada and received his education from Prince of Wales College in Charlottetown and at King's College in Windsor, Nova Scotia. After studying law, he was called to the bar in 1876 and became a Queen's Counsel two years later. In 1900 he entered politics and was elected to the Prince Edward Island Legislative Assembly from the 3rd Queens district, serving from December 1900 until December 1904, and again from November 1908 until November 1911, and also served as Attorney General during these times. In May 1911 he became Leader of the Prince Edward Island Liberal Party and Premier when Francis Longworth Haszard was appointed to the provincial Supreme Court. After being defeated for his legislative seat in the 1911 by-election, he resigned as Premier and was replaced by John Alexander Mathieson. He then returned to his law practice and died in Charlottetown at the age of 88.
