15th Premier of Prince Edward Island. A member of the Conservative party, he served in this position from September 1923 until August 1927 and again from August 1931 until his death. Born in Lower Montague, Prince Edward Island, Canada, he received his education at Prince of Wales College in Charlottetown, Prince Edward Island and at Dalhousie University in Halifax, Nova Scotia, Canada. He then taught school for several years before becoming a lawyer. In 1917 he entered politics and was elected to the Prince Edward Island Legislative Assembly from the 5th Kings district, serving from July 1917 until his death. In1921 he became Leader of the Conservative Party and led them to victory in the 1923 general election and became Premier, replacing John Howard Bell. In 1927 his government lost the general election due primarily to his opposition to alcohol and he was replace as Premier by Albert E. Saunders. In 1931 his Party returned to power and he became Premier again, replacing Walter Lea. During the 1935 general election, his party was soundly defeated. He had become ill during the campaign and he died in Charlottetown at the age of 59. He was succeeded by Thane Alexander Campbell.
