Patsy was born in Waco, Texas, to the late Agnes Viola and Henry Nelson Stoffregen. She grew up in the Waco area and was a 1946 graduate of Waco High School. In 1949, she graduated from Baylor University with B.A. degree in education. Patsy began teaching in Waco and continued to teach elementary school in Corpus Christi for 25 years before retiring in 1976. She was a member of First United Methodist Church (Cooper Class) in Corpus Christi. Patsy loved her family and friends and embraced every day with a cheerful, positive attitude that was uniquely hers. Patsy was an active member in the Lantana Garden Club, PEO, Retired Teachers Association, and Delta Kappa Gamma Society International. She loved playing bridge with many groups.
Patsy was preceded in death by her husband, Carlos Val Smith Jr.; her mother, Agnes Patterson; her father, Henry Stoffregen; and stepmother, Lily Langston Stoffregen.
Survivors include daughter, Susan Smith Hoover and husband, Michael; son, Henry Scott Smith and wife, Nubia; and grandchildren, Valerie Hoover, Victoria Hoover, Jonathan Hoover and Dillon Smith.
