US Congressman. A member of the Democratic Party, he served Pennsylvania's 19th District in the US House of Representatives from 1955 to 1957 and 1959 to 1961. After graduating from Villanova in 1939, he attended Dickinson Law School and received his degree three years later. His practicing yielded to his service with the US Navy during World War II; he was a participant in both the Philippine and Okinawa campaigns. Upon his return home, he resumed his career in Harrisburg and with no prior political experience, he was elected to Congress in 1954. After an unsuccessful bid for reelection in 1960, Quigley served in both the Kennedy and Johnson administrations as an assistant secretary within the US Department of Health, Education and Welfare, promoting matters regarding water pollution control, civil rights and Medicare. He later served as commissioner of the Federal Water Pollution Control Administration. After leaving Washington, he became an executive for a private corporation.
