United States Naval Officer. He was the commanding officer of the "USS Pueblo" (AGER-2), a United States Navy environmental research intelligence gathering ship that was monitoring communist activities in international waters off the coast of North Korea. On January 23, 1968, the ship was attacked by North Korean vessel, killing one crewmember and capturing rest of the 82 crewmembers, including Commander Bucher. He and his men were beaten and tortured both psychologically and physically for 11 months until they were finally released December 23, 1968. A court of inquiry exonerated Commander Bucher of any dereliction of duty and he served until he retired. In 1989 he and the crew were given Prisoner of War medals by the United States Government. His ship, the "Pueblo", was never returned and remains as a museum ship in North Korea.
