Former Bishop of the Diocese of Vigevano, Monsignor Giovanni Locatelli was born in Rota d'Imagna, Province of Bergamo, Italy, on September 15, 1924, the second of six children. His father was an iron craftsman, his mother a housewife. Moving to France together with his family, he returned back to Italy when he was around twenty years of age and entered seminary. Ordained to the priesthood by Bishop Adriano Barnareggi on May 22, 1948, he held a degree in pastoral and political science.

Vice-rector of the Casa dell'Opera Ritiri Gratuiti of Botta di Sedrina, Locatelli was named professor of moral theology at the Seminary of Bergamo and later pastor of the Cathedral.

Aged 52, he was appointed by Pope Paul VI, Bishop of Rimini and of San Marino-Montefeltro, receiving his episcopal consecration from Archbishop Clemente Gaddi, assisted by Archbishop Bruno Foresti and Bishop Gaetano Bonicelli on March 20, 1977.

Following the death of Bishop Mario Rossi, Locatelli was named his successor as Bishop of the Diocese of Vigevano by Pope John Paul II on November 12, 1988.

Retiring from the pastoral government of his see at 75 years of age on March 18, 2000, he was succeeded by Msgr. Claudio Baggini. Successively, he moved to his native Bergamo, where he resided at the Casa del Giovane, assisted by his sister Carolina. In December 2002, he celebrated the silver jubilee of his episcopal consecration at the Cathedral of Rimini.

Suffering from cardiac complications in his later years, Monsignor Locatelli was affacted by a cerebral ischemia, followed by hemorrhage, stroke and loss of consciousness, from which he never recovered. He died a month later, on the morning of Friday, February 20, 2004, aged 79, at the Casa del Giovane of Bergamo.

Bishop Locatelli was laid out in state at the Conventino church of via M. Gavazzeni. The celebration of a first funeral Mass was held at the Cathedral of Bergamo, presided by Bishop Roberto Amadei. His remains were transferred to Rota Fuori, from where following the celebration of another Mass, it was moved to the chapel of the Episcopio of Vigevano. Requiem Mass was held at the Cathedral of Vigevano, presided by Cardinal Dionigi Tettamanzi, Archbishop of Milan, on Thursday, February 26, at 10.30 am., followed by interment in the cathedral itself.

Locatelli held great knowledge of the Esperanto auxiliary language, which he promoted deeply.
