US Congressman. Graduated from the law college of Ohio State University at Columbus in 1917 and was admitted to the bar that same year. During WW I he graduated from the Army Medical School at Washington, D.C. in 1918 and served in the US Army as a Second Lieutenant in the Medical Corps with the Western Reserve University College Ambulance Unit. In 1920 he returned to Marion, Ohio and practiced law and was the city solicitor of Marion, 1924 to 1927. He became special counsel in the State attorney’s office and also served as attorney for the State Highway Department till 1929. He was elected as a Republican to the Seventy-first and Seventy-second Congresses, March 4, 1929 to March 3, 1933. Unsuccessful as a candidate for reelection, he continued the practice of law until his death. His father Grant Mouser Sr. was also a US Congressman.
