Frank was the first son of Benjamin Plosser and Elizabeth Wolfe Plosser, born in Clarksville, Montgomery County, Tennessee.

Ben Plosser was born in Nagykanisza, Zala County, Hungary, and had to flee Hungary after serving as an officer in the Hungarian Revolution, never to return to his home. His original name was Boldizsar Plosszer. Frank's mother, Elizabeth, died in Clarksville, Tennessee, after giving birth to her three children: Lillie Rozalia; Frank; and Lewis Kossuth Plosser, Sr.

After Elizabeth's death, her younger sister, Margaret Wolfe, became Ben's second wife. She reared Elizabeth's three tiny children with great love and care, and soon gave birth to seven children of her own.

The Plosser family eventually relocated to Birmingham, Alabama, following the new L & N Railroad line that connected Birmingham to Nashville. Frank stayed in Nashville for a period of time working as a watchmaker, but then joined his family in Birmingham. There he met a beautiful and gracious young woman.

Frank married Martha Cornelia Jernigan in 1894 in Birmingham, Alabama. Together, Frank and Martha reared three children: Martha Cornelia Plosser; Francis Joseph Plosser, Jr; and Sarah Rosalia Plosser. They had two additional children who did not survive. Cornelia was reported to be the sweetest mother and grandmother possible. Her grandchildren called her "Mama Plosser," and adored her, running to her for sanctuary when they were in trouble at home. Cornelia and Frank were grandparents to four grandchildren: Allen Holt, Frances Holt Smith, Joe Plosser, and Bill Whorley.

In looking at the censuses for Frank, he was listed as a jeweler and a watchmaker. Frank was tall, blond, and blue-eyed as a young man, and greatly resembled his father, Ben Plosser.
