Governor of Wisconsin Territory. He attended Shoreham, Vermont's Newton Academy and became a school teacher. Catlin later studied law, and in 1833 attained admission to the bar, afterwards settling at Mineral Point, Wisconsin Territory, where he established a law practice. He later moved to Madison, where he served as Postmaster, was Clerk of both the Territorial Supreme Court and House of Representatives. In 1846 Catlin was appointed Secretary of Wisconsin Territory. When Wisconsin became a state in June, 1848 Catlin served as Secretary and Governor ex officio of that portion of the Territory not included within the new state's borders, holding office until this jurisdiction was reorganized as Minnesota Territory in March, 1849, making him Wisconsin Territory's final Governor. After moving to Milwaukee, Catlin served as Dane County District Attorney and Dane County Judge, was President of the Milwaukee and Mississippi Railroad, and was also a founder of the Wisconsin Historical Society. He later moved to Elizabeth, New Jersey, where he lived in retirement.
