Presidential Cabinet Secretary. He served as Secretary of the Army from January 28, 1964 to July 1, 1965. During his tenure he negotiated a settlement following riots in the Panama Canal Zone, directed the United States Army's disaster assistance following earthquakes in Skopje, Yugoslavia, and Anchorage, Alaska, struck an agreement with Germany to jointly develop a new battle tank; directed the nation's Civil Defense function, and dispatched the first combat units to Vietnam.
