Utah Governor, Politician. Served as the 2nd Governor of Utah from 1905-1909. Prior to becoming Governor, he served as a clerk for Salt Lake County from 1884 to 1890. In 1904, he defeated Republican Governor Heber M. Wells, Democrat James H. Moyle, American Party William M. Ferry, and Socialist Joseph A. Kaufman. While in term, a bill was pasted requiring all births and deaths be registered with the State Board of Health. A state juvenile court system was established in dealing with juvenile offenders. Cutler vetoed a bill funding county road construction. With the growing popularity of the American Party and the loss of support from his own party, he withdrew his candidacy for a second term, ending his governorship in 1909. He supported William Spry. In later years, he suffered poor health, he died from a self-inflicted gunshot wound at the age of 82.
