U.S. Congressman. After graduating from Yale University in 1939, he engaged in the banking business with the American Trust Company, San Francisco, California. He served as assistant naval attaché in the U.S. Embassy in London, (1939-40 and was in the Bureau of Naval Personnel, Washington, D.C., in (1941-42). During World War II, he attended the Naval War College in 1942, was assigned to duty on the staff of the 7th Amphibious Force as a Flag Lieutenant and aide to Vice Adm. D.E. Barbey. After the war he was released from active duty in 1946, as a Lieutenant Commander, remained in the Naval Reserve and rose to the rank of Rear Admiral. Entering politics, he served the assistant to the director of California Youth Authority, (1947-48) and executive assistant to the director of the California Academy of Sciences, (1951-52). In 1953, he was elected as a Republican to the Eighty-third Congress and to the next ten succeeding Congresses, serving until his resignation in 1974. He then was appointed as the 8th Ambassador to the Organization of American States, serving (1974-77). He also was nominated by President Gerald R. Ford and confirmed by the U.S. Senate, as a member of the Board of Directors of the Inter-American Foundation, serving until his death.
