Presidential Cabinet Secretary, Governor of Maryland. A Democrat, Thomas served in the US House of Representatives from 1839 to 1841. He was elected governor in 1847, and would later serve as Comptroller of Maryland. After Howell Cobb's resignation, President James Buchanan appointed Thomas the 23rd Secretary of Treasury in December 1860. He resigned the following month after sectional controversy prevented him from securing a loan from Northern bankers to pay down public debt. He served again as US Congressman from 1875 to 1877.
