United States Army General. He served as a staff officer in North Africa and Europe during World War II. After the war, he was the deputy to General Lucius Clay in Berlin, East Germany with the military government. In 1948, he was recalled to active duty to serve as Chairman of the Bipartite Control Office in Frankfurt, Germany supervising the German Economic Government of the British and American occupation zones.
