Empress Catherine the Great of Russia offered free land, freedom of religion, and exemption from military service to Germans that would migrate to the Volga region of Russia. Several thousand Germans took advantage of the offer and moved. The settlements were a success and the Germans stayed for over 100 years. Czar Alexander, who needed soldiers, revoked the Volga German's military exemption in the late 1800's. In the 1870's, the Germans sent "scouts" to determine the suitability of Kansas and Nebraska for immigration. The report was positive and the folks at home started packing.
