Idaho Governor. Born in Jasper County, Iowa, he attended William Penn College, then moved to Richfield, Kansas and started a career in the real estate industry. He also served as deputy clerk of court in Morton County and as Registrar of Deeds. Moving to Boise Idaho, he established the Haines, W. E. Pierce, and L. H. Cox real estate business, in 1890 and was Mayor of Boise. In 1913, he was elected as a Republican the 10th Idaho Governor, serving until 1915. During his administration, a workman's compensation bill was vetoed and a state board of education was established. After leaving office, he returned to his real estate business until his death at age 54.
