Son of James Alexander Fountain, and Mary Elizabeth Lily, both of South Carolina. He studied Dentistry at the New Orleans Dental College, practicing his profession in Dallas County, Alabama. He arrived in Texas in 1875, where he followed his profession of Dentistry in Bryan for 25 years. In 1900, he along with is brother, Edmond Jones Fountain, conducted a general farming and real estate business; buying and selling lands. He was one of the promoters of the Bryan County Development Company of Bryan. He was active in securing the location of the Allen Academy at Bryan, and serving as Trustee of the school. He was a member of the Board of Trustees of the Bryan Baptist Academy.

He held an active role in district politics. In 1901 he was elected to the lower house of the State legislature, serving as a member of the 27th Assembly. Later serving from the same district as a member of the 28th, 29th, 32d, and 33d legislative bodies.
