US Senator. Born in Illinois and brought up in Minnesota, he represented North Dakota in the US Senate from 1899-1923. He graduated from the University of Michigan with a degree in law in 1890, and opened the law office of McCumber and Bogart in North Dakota. He served in both the Dakota Territory House & Senate. He also served as State's Attorney for Richland County. As US senator, he served on the following committees: Committee on Manufactures, Committee on Pensions, Committee on Indian Affairs, Committee on Transportation Routes to the Seaboard, Committee on Finance. He was co-author of the 1922 Forney-McCumber Act. After unsuccessful renomination to the Senate, he resumed practicing law in Washington, DC. President Coolidge appointed him to the International Joint Commission to adjudicate disputes between the US and Canada concerning shared water boundaries, a position he held until his death from a stroke. McCumber's remains were initially interred at the now defunct Abbey Mausoleum, adjoining Arlington National Cemetery.
