Phillip Bull, a native of Port Carbon, joined the Grand Army of the Republican (G.A.R) Alliston Brothers Post #144 on December 3, 1890. He served as a private in the 39th Pennsylvania Militia, Company A., an emergency unit organized during the 1863 Confederate incursion into Pennsylvania that led to the battle of Gettysburg. This unit was in existence for only thirty days, possibly the reason for his belated membership in the GAR, while his two brothers were founding members of the post Phillip marched off to war on July 1, 1863, (the first day of the Gettysburg battle) and was discharged on August 2, 1863. On February 12, 1874, Phillip married Emma C.Mayhar in the towns Methodist Church .On the 1880 Port Carbon census Phillip employed as a shoemaker, lived with his wife and children Robert 5,Annie 3, Mary 2, Harry 1, Phillip died on February 23, 1900 and the death notice printed that same day provides his age of 57.The newspaper on the following day also contains the death notice of his Mother, Maria Bull, age 83, who apparently died also on the 23rd but later in the day Funerals for mother and son were held on different days and in different cemeteries.. His tombstone in Brown's Cemetery list his date of birth as May 23, 1845.

Phillip Bull was a son of Ross and Maria Garis Bull, with brothers Jonathan, Thomas, James, George and sisters Martha and Margaret.
