US Congressman. Attended various schools around New England before graduating from Brown University in 1864. Served in the Civil War as First Lieutenant, Adjutant and Captain of the Twelfth Rhode Island Volunteers. Was admitted to the bar in May of 1867 and practiced in Providence. Served as in the Rhode Island State Senate 1887 to 1888. Ran unsuccessfully for the US Congress in 1882, 1886 and 1888. Defeated, incumbent Republican, Henry Joshua Spooner for Rhode Island's 1st District congressional seat in the 52 Congress. Re-elected to the 53 Congress. Defeated by Republican Melville Bull for the 54th Congress and returned to his law practice in Providence. In 1903 he oversaw construction of the Colgate Hoyt Pool at Brown University.
