U.S. Congressman. During World War I, he served as a Lieutenant in the Quartermaster Corps, U.S. Army. After the war, he graduated from the law department of Fordham University, in 1920, was admitted to the bar and commenced the practice of law in New York City. He was a member of the New York State Assembly, (1923-29). In 1929, he was elected as a Democrat to the Seventy-first Congress to fill the vacancy caused by the death of Royal H. Weller, reelected to the Seventy-second Congress and to the next six succeeding Congresses, serving until he resigned in 1943. After leaving Congress, he was elected a justice of the New York Supreme Court, in 1943 and served until his death at age 76.
