Alabama Governor. He attended Howard College and became a respected Alabama businessman. Playing a key role in Troy Alabama's business and civic development, he was mayor of Troy, (1886-1906). He also was director of the Standard Chemical and Oil Company, the Farmers and Merchants National Bank of Troy, the Troy Compress Company and president of the Alabama Railroad Commission, (1906-12). In 1914, he was elected as a Democrat the 37th Governor of Alabama, serving until 1919. During his term, the state legislature passed a tax revision law, a prohibition law, the State Child Welfare Department was formed, the State Board of Purchase was established and a Workmen's Compensation Measure was enacted. Also the state prison system was improved, educational reforms were adopted and the Insurance Department was established in 1916. During World War I, he also helped mobilize Alabama's resources for the war effort. After leaving office, he returned to his previous business interests until his death.
