Often quoted today, his statement is truer than ever. He served as Speaker of the California Assembly, Treasurer of California and political kingpin in an era of backroom deals. He authored the historic Unruh Civil Rights Act of 1959 as well as the pro-consumer Unruh Credit Regulation Act. He ran for governor in 1970, losing to Ronald Reagan, and lost to Tom Bradley in a run for mayor of Los Angeles in 1973. He was elected California Treasurer in 1974 and served until he died in 1987.
