US Congressman. Born in the mill town of Steelton, Pennsylvania, he attended the Steelton public schools and graduated from the Pennsylvania State Forestry Academy in 1911. He worked for the Pennsylvania State Forestry Department for a time and later became a salesman for Lehigh Portland Cement Company in Allentown, Pennsylvania. In 1921 he became manager and president of Pennsylvania Supply Company in Harrisburg, Pennsylvania. After a term as register of wills for Dauphin County he was elected in 1950 to represent Pennsylvania's 18th District in the United States House of Representatives. After one term the district was realigned and Congressman Mumma was reelected to 4 more terms from the now 16th district. While serving his last term he died in Bethesda, Maryland on February 25, 1961.
