US Congressman. A Democrat early in his political career, he switched parties during the Civil War and was elected as a Republican to the Forty-fifth and Forty-sixth Congresses, March 4, 1877-March 3, 1881, from Massachusetts. A graduate of Harvard College's medical department, he served as a surgeon of the U.S. Marine Hospital at Chelsea, Massachusetts, and was appointed commissioner to revise the U.S. Marine Hospital system in 1849. He served as the U.S. Commissioner of Agriculture from 1881 to 1885, and U.S. Minister to Portugal from 1889 to 1890.
