Japan Prime Minister. Born the son of a samurai of the Mizusawa clan, he graduated in 1879 from the Imperial Japanese Naval Academy. He went to the United States in 1884 as a military attache and returned four years later. On November 10, 1898, he became Vice Minister of the Navy, and was promoted to Rear Admiral on May 20, 1900. He served as Governer-General of Korea from 1919 to 1927, and again from 1929 to 1931, then served as Prime Minister of Japan from May 26, 1932 to July 8, 1934. He was assassinated during the attempted coup d'état by the Imperial Japanese Army on February 26, 1936.

His other grave is exist Koyamazaki Cemetery, Ōshu-city.
