US Diplomat. He served as United States Ambassador to Afghanistan from 1978 to 1979. While serving in that capacity, he was kidnapped. On February 14, 1979 he was shot to death during a failed rescue attempt by Afghan troops under Soviet advisors. He was the last American Ambassador to Afghanistan until the appointment of Robert Finn in 2002.
