Nevada Governor. After serving as First Sergeant of the 2nd U.S. Volunteer, Calvary, during the Spanish-American War, he relocated to Nevada. Before entering into politics, he had a successful career in publishing, as owner-editor of the White Pine News and the Ely Mining Exposition. He was clerk of White Pine County, in 1903 and was the White Pine County recorder, (1904-06). In 1907, he was elected as a Democrat the Lieutenant Governor of Nevada and when Governor John Sparks died in office, he assumed the duties of the 11th Governor of Nevada, serving (1908-11). During his term, restructuring of state mental hospitals was endorsed, reforming the state prison system was lobbied for and the reorganization of the state railroad commission was supported. After leaving office, he served as warden of the Nevada State Prison, (1913-19) and was the superintendent of federals prisons, (1920-21). In 1923, he was again warden of the Nevada State Prison, serving until his death at age 53.
