Jasper was the son of John Neel and Sarah Hines Akers, brother of Mary L. (Warrenstaff).
He first married Rebecca Crow on September 23, 1858 in Clay County, Missouri. Their children were John, Mary and Oliver.
On September 22, 1874 he married Laura Belle Johns in Ray County, Missouri. Their children were Joseph B., Ethel, Maude and Nellie.
Paternal grandparents were Joseph Akers and Janet Neel.
He was a veteran of the Civil War and served as Confederate Corporal, Company A, in the 3rd Missouri Infantry.
