Neva Allanson Bibko, 74, of Main Street, Phoenix, died Wednesday. She was a life resident of the Syracuse area. She graduated from Phoenix High School and Syracuse University, where she was a member of Phi Mu. She retired in 1990 after 17 years as library director for the Phoenix Public Library and was previously a secretary at General Electric Co. She was a former deacon at the First Congregational Church, Phoenix, and a 50-year member of the Century Club of Phoenix. She was named Woman of the Year 1988 and received the Masonic DeWitt Clinton Award.

Survivors: Her husband of 50 years, Nicholas R.; a daughter, Lisa R. Bibko-Vanderhoop, of Martha's Vineyard, Mass.; two sons, William T., of East Amherst, and Edward A., of London, England; a sister, Jean Straub, of Liverpool; four grandchildren. Services: 11 a.m. Tuesday in the First Congregational Church. Burial, Phoenix Rural Cemetery. Calling hours, 2 to 4 and 7 to 9 p.m. Monday at Allanson-Glanville-Tappan Funeral Home, 431 Main St., Phoenix. Contributions: Phoenix Public Library, 34 Elm St., Phoenix 13135.
