The son of John and Caroline P (Hill) Allen, he was a lawyer (admitted to the bar in 1893), also serving in the Maine House of Representatives, 1901-1905, and in the State Senate, 1905-1909, a member of the Republican party.

From "History of Sanford," by Edwin Emery, pp. 403-404:
He attended Alfred High School, graduated from Nichols Latin School, Lewiston, in 1886, and from Bowdoin College in 1890. He was admitted to the bar, at Alfred, in May of 1893. The following August, he opened a successful office in Sanford.

He was elected to the Maine Legislature in 1900. He married Ida S. Leavitt in 1892 and had two sons.
