Charlotte Coad Combs was born in St. Mary's County, the daughter of George and Mary Coad Combs. She first married Lt. Kilty McSherry, U. S. Navy who died before 1870. Charlotte married Gen. Frank C. Armstrong about 1875 in Washington, D.C. They did not have any children.

Place of death was probably Washington, D.C., since she was listed in the 1910 census of Washington, D.C. just a couple of months before she died. Charlotte is buried in the family plot of Gen. Armstrong. She is buried to the right of Gen. Armstrong with this inscription: Charlotte C. Armstrong, 1847 - 1910.
