George was the son of Francis Jones Barnard and Ellen Stillman He was educated at Trinity College School in Port Hope, Ontario. He began his practise in Victoria, BC. He was elected to Victoria's city council as an alderman in 1902 and then became the Mayor from 1904 to 1905; then was appointed King's Counsel in 1907. He was in the Canadian House of Commons from 1908 to 1917, representing the City of Victoria for 2 terms. He was then appointed to the Senate, where he served until retiring in 1945.

His brother Sir Frank Stillman Barnard was also a MP, who would become Lieutenant-Governor of British Columbia.
