Oklahoma Territory Governor. As a sixteen year old, he joined the Union Army at the beginning of the Civil War, and served in the Military Telegraph and Engineering Carps for the duration of the conflict. After the war, he moved to Arkansas and eventually accepted the position of Chief Deputy United States Marshal for the United States District Court for the Western District of Arkansas. He became a close friend of Powell Clayton, and through that connection was appointed by President Benjamin Harrison as Receiver of the United States Land Office at Guthrie, Oklahoma Territory in 1890. When President William McKinley was elected in 1896, he appointed Barnes Governor of Oklahoma Territory. He took office on May 24, 1897 and served for four years. He opposed the expansion of territorial government, which was advocated by a territorial legislature that had its sites on statehood. After his service as Governor, he was elected to and served as mayor of Guthrie from 1903 to 1905 and again from 1907 to 1909.
