Rupert was the son of William James Bartlett and Mary Jamima Leamon and brother of Arctic explorer Bob Bartlett. During World War I, he served with the 1st Battalion, Royal Newfoundland Regiment. Captain Bartlett died in France probably during the Battle of Cambrai. He is commemorated at Beaumont Hamel Memorial Park, Albert, France, which was established in memory of Newfoundlanders who fell during the war.
