Born in New York City. Served as a Union soldier during the Civil War. In 1875, he was appointed chief clerk of the Department of the Interior. The next year, he was commissioned by President Grant to convey the original Declaration of Independence to Philadelphia for the Centennial Exhibition. President Hayes nominated him for Assistant Secretary of Interior and frequently acted as Secretary at Cabinet meetings. In 1883, he entered the practice of patent law. President Garfield appointed him to examine section of the Northern Pacific Railroad and represented the U. S. Government at the driving of a golden spike. He was elected to the New York State Legislature in 1895 and later Assistant Tax Commissioner of New York City.
