He was born in Gray's Hill and received his education in the local public schools of Beaufort County. He later moved to New York, where he worked as an environmental technician for over 35 years, retiring in 1998 after becoming ill. He was a member of Lighthouse Church of Christ in New York.

SURVIVORS: his wife, Elizabeth Jones Blue; two sons, Richard Blue and Thomas Blue III, both of Newark, N.J.; four daughters, Elizabeth Evonne Blue and Ponzetta Juanita Blue, both of Newark, Delphina Blue of Wilmington, N.C., and Rene Blue of Hardeeville; his step-mother, Thelma Blue of Gray's Hill; six brothers, Joseph Brown of Gray's Hill, Abraham Blue of Queens, N.Y., Nathaniel Blue and David Blue of Lake Placid, Fla., Lee Andrew Blue of Yemassee, and Alphonso Smalls of Furman; four sisters, Agnes Walker and Florence Black of Lake Placid, Fla., Catherine Smalls of Atlanta, Ga., and Patricia Smalls of Gray's Hill; 15 grandchildren, six great-grandchildren and other relatives.
