Homer Boardman was the fourth son and fifth child of Sherman and Sarah (Bostwick) Boardman of New Milford, Connecticut. He married Amaryllis Warner, also of New Milford. The Boardmans farmed at the Boardman homestead at Boardman Bridge until his death in 1851 at age 86.

Boardman was active in politics. He was elected State Representative from New Milford in October of 1805, May 1818 and October 1818. In 1824 he was an Elector for the President and Vice President of the United States. In 1829 and 1830 he was elected to the State Senate. Locally, he served as a Justice of the Peace in New Milford, and was appointed Assessor for Litchfield County.

He was active with the Connecticut Land Company in which his brother Elijah was deeply involved. With his brothers Elijah and David S. Boardman, and five other men, he was an original owner of land in Boardman Township of the Ohio Territory.
