U.S. Congressman. He studied law, was admitted to the bar but never practiced law and was collector of customs for the Port of Norfolk, (1879-85). In 1887, he was elected as a Republican to the Fiftieth and Fifty-first Congresses, serving until 1891. An unsuccessful candidate for reelection, he served again as collector of customs for the Port of Norfolk and was clerk of the United States Court for the Eastern District of Virginia, until his death at age 55.
