U.S. Congressman, U.S. Senator, Wyoming Governor. Educated at Fort Edward Collegiate Institute, Union College New York, he graduated from the law department of the University of Pennsylvania, in 1864 was admitted to the bar in 1867 and commenced practice in Philadelphia, Pennsylvania. He was the United States Attorney for the Territory of Wyoming, (1869-71) and an associate justice of the supreme court of the Territory of Wyoming, (1871-76). Retiring from the bench, he engaged in the cattle business, was a member of the United States Centennial Commission in 1876, a member of the Republican National Committee and Mayor of Cheyenne, Wyoming, (1881-85). In 1885, he was elected as a Republican to the Forty-ninth, Fiftieth and Fifty-first Congresses, serving until 1890. When Wyoming Territory became a State, he was elected as a Republican to the United States Senate, serving (1890-95). An unsuccessful candidate for reelection, he resumed the practice of law and was elected as a Republican the 8th Governor of Wyoming, serving (1911-15). After his term, he was vice president of the Federal Land Bank and a member of the board of trustees of the University of Wyoming, until his death at age 79.
