Louis was born in Cincinnati, the son of John B. and Mary (Mosconi) Devote.

Louis and his brother, John, overtook operation of their family's retail grocery after their father's death. In 1885 the Devote Bros. Grocery had grown to two sales locations, one on Madisonville Pike and one in Walnut Hills.

He married Mary O'Brien on June 14, 1904, in Hamilton County, Ohio. (A copy of their marriage record is attached). He was widowed (divorced?) in the 1910 Cincinnati census, living in the household of his sister, Amelia (nee Devote) Becksmith.

In 1920 he was proprietor of the family's grocery store and living with the Becksmith family.

In 1930 both he and his sister, Margaret, were living with Amelia, widowed at that time.

He never remarried.
