U.S. Congressman. Moving with his parents to California, in 1901, he engaged in farming and later owned and published a newspaper. He was chairman of the board of supervisors for Tulare County, (1933-37), served on the California State Safety Council in 1936 and was a member of the California Supervisor Association of the State welfare board, (1935-36). In 1937, he was elected as a Democrat to the Seventy-fifth Congress to fill the vacancy caused by the death of Henry E. Stubbs and reelected to the five succeeding Congresses, serving until 1949. Not a candidate for re-nomination, he was president of Tulare Daily News and a farmer until his death at age 77.
