Phoebe was the daughter of Henry & Osa (nee Breese) Breese. She married Thomas Guinn on April 12, 1860 in Butler County, Ohio. The couple were the parents of Thomas William Guinn, when the Civil War broke out. Mr. Guinn volunteered and was enlisted, as a PVT, in CO D, 47th O.V.I. and served with his regiment until the end of the war. He returned to Ohio and was reunited with his family.

Thomas and Phoebe were the parents of three more children; Ella "Nellie", Martha "Mattie" and Phoebe Guinn. They raised their family in Butler County, Ohio and Franklin County, Indiana, prior to settling in Preble County, Ohio. In 1894, Thomas was notified, by the War Department, that he had been awarded the Medal of Honor.

Mr. Guinn passed away, in 1908. After she was widowed, Mrs. Guinn applied for, and was granted, a Widow's Pension based upon her late husband's military service. She passed away from the effects of influenza, with a duration of six days, complicated by a history of mitral insufficiency.
