Mr. Lutes enlisted in the U.S. Army and served in an engineering battallion in three major conflicts in the Korean War. After his service, he attended Louisiana College in Pineville. He earned law degrees from Loyola University in New Orleans and Ole Miss. He practiced law in Colfax and also owned and operated Lutesville Sand and Gravel, an asphalt, ready-mix concrete, and construction business. He served two terms as Grant Parish district attorney and then was elected 35th Judicial District judge in Grant Parish. He was a past board member of the Alexandria Country Day School, and of the Kisatchie Delta Law Enforcement. He was a 32nd Degree Mason, a Shriner, and a member of the Colfax and Pollock Masonic Lodges. He was an Eagle Scout and past den leader of the Attakapas Council at Alexandria Country Day School. He was an avid sportsman and loved wildlife. He was a member of St. Philip's Episcopal Church in Boyce where he served on the church board.

He was preceded in death by his parents, Paul E. Lutes and Clara Sheets Lutes.

He was survived by his wife of 45 years, Virginia Marler Lutes of Colfax; one daughter, Julianne Despino and husband Randy of Colfax; one son, Billy Lutes, II and wife Cheryl of Colfax; two brothers, John W. Lutes of Winnfield and Paul E. Lutes, Jr. of League City, TX; one sister, Mary Lou Harlan of Pineville; and 3 grandchildren.
