He was born in Illinois and graduated from Wadena High School in 1909.
He received a degree in mechanical engineering from Purdue University in 1913. Mr. Oneal worked for the state and county highway departments a number of years. He also was a part-time commercial artist.
He served during World War I as a second lieutenant.
In 1926, he was married to Georgia Williams Carson, who survives.
Mr. Oneal was a member of the American Legion and was past master of Fowler Masonic Lodge.
Surviving with the widow are one stepdaughter, Frances Carson Gibson of Fowler; a brother, Charles Oneal of Goodland; three grandchildren; and seven great-grandchildren.
He was preceded in death by a sister and four brothers.
