Daughter of Alexander J. and Maude R. Phelps, Ethel was born Oct. 30, 1926, in Freemansberg, PA. She married Ernest H. Bouslaugh on Oct. 2, 1945, in Allentown, PA. Following their marriage, they lived in Bethlehem, PA. While her husband was serving in the military during the Korean Conflict in 1952, they moved to California, where, besides being a devoted homemaker, she worked as a secretary at Camp Cook Army Base. During this time, she became the first female police officer in Lompoc, CA. In August of 1983, she and her husband moved to Linn Creek, MO. where she served as the city clerk of Linn Creek for eight years, and then served two terms as mayor of Linn Creek. In her spare time, Ethel enjoyed tracing her family genealogy.
