U.S. Congressman. Born in Cairo, New York, he graduated from the Albany Law University in 1853, was admitted to the bar in 1854 and commenced to practice law in Ashland, New York. During the Civil War, he served in the 1st Regiment, New York Mounted Rifles, Union Army. After the war, he settled in Norfolk, Virginia, was the city attorney, Commonwealth attorney (1863-67) and was a member of the constitutional convention of Virginia, (1867-68). Upon the readmission of Virginia to representation, was elected as a Republican to the Forty-first and Forty-second Congresses, serving (1870-73). Declining to be a candidate for re-nomination, he engaged in the practice of law until his death at age 64 in Cairo, New York.
