VA Dept of Health, Bureau of Vital Statistics, Richmond, VA, Delayed Certificate of Birth, Document # 938, approved on Dec 4, 1942 as follows:
Rose Ellen Crowder
Born: 19 SEP 1911
Father: Amos Crowder
Mother: Rose Ellen Mayes
Circumstantial evidence supports the fact that Rose Ellen Boisseau Power is the same person born Rose Ellen Crowder on 19 SEP 1911. Her mother Rose Ellen (Mayes) Crowder died @ 1915 and she was raised by her maternal aunt, Minnie (Mayes) Boisseau, wife of Benjamin Lewis Boisseau of Dinwiddie County, Virginia. In the 1930 Federal Census, Dinwiddie County, VA, she is enumerated as Rose E. Crowder, niece, head of house Benjamin Lewis Boisseau. Even though her father, Amos H. Crowder, remarried in the early 1920's, Rose Ellen never returned to live with her father, but instead, remained with the Boisseau family which had raised her after her mother's untimely death. There is no evidence that the Benjamin and Minnie (Mayes) Boisseau ever adopted Rose Ellen Crowder, their niece, but it appears that Rose Ellen must have taken the BOISSEAU name and future documents pertaining to her all give her name as Rose Ellen Boisseau. Petersburg, Virginia, City Directories in 1931 and 1933 both list her as studen nurse at Petersburg Hospital, 7 North Madison Street, and subsequently as nurse. In 1940 Federal Census of New Jersey, Kearny, Hudson County, NJ, Rose Ellen Boisseau is 28 years old and her occupation is listed as nurse. According to documents found Rose Ellen Boisseau married Elburn Rudolph "Rudy" Power, born 9 APR 1927 in Arkansas, died 16 JULY 1979 in Dallas, Texas. Rose Ellen (Boisseau) Power served two tours of duty as an Army Nurse as follows: 24 JUN 1943 - 25 OCT 1947 and 1 JULY 1948 - 6 SEP 1955.
From all that has been found on Rose Ellen (Boisseau) Power, it is believed that she was born Rose Ellen Crowder on 19 SEP 1911, daughter of Amos H. and Rose Ellen (Mayes) Crowder of Sussex County, VA.
